Organization Overview
Bethesda Assisted Living is a physician-led assisted living organization based in Plant City, Florida, dedicated to redefining the aging experience through proactive, compassionate, and evidence-based care. Bethesda operates multiple licensed assisted living communities designed to support resident independence, dignity, and quality of life, while providing the clinical oversight necessary to safely manage increasing acuity.
Founded and led by Dr. Peter (“Rocky”) Samuel, MD, MBA, an emergency physician and healthcare executive, Bethesda integrates medical insight, operational discipline, and a deeply humanistic care philosophy. The organization was created to bridge the gap between traditional social-model assisted living and higher-acuity care environments by emphasizing prevention, early intervention, and coordinated care.
Care Philosophy and Model
Bethesda’s resident-centered, clinically informed care model focuses on proactive health monitoring, individualized care planning that respects resident choice and risk tolerance, close collaboration with providers and families, and a strong emphasis on keeping residents safe, engaged, and out of the hospital. Care is relationship-driven rather than task-based, supported by consistent staffing and structured daily routines that promote physical and cognitive well-being.
Leadership and Culture
Bethesda is owner-operated and physician-directed, with hands-on leadership involvement in clinical oversight, quality improvement, and staff development. The organization fosters a culture of integrity, transparency, and shared accountability, viewing caregivers as essential partners in resident success.
Mission Alignment
Bethesda Assisted Living aligns closely with FALA’s mission to advance high-quality assisted living in Florida through ethical operations, regulatory compliance, workforce development, and resident advocacy, and actively supports collaboration and best-practice sharing across the industry.
